查看：db2 list utilities
设置：set UTIL_IMPACT_PRIORITY <UTILITYID> to <Priority>
例如：set UTIL_IMPACT_PRIORITY 1 to 0
说明：Priority值：0-100
100最高，1最低，0不受限制unthrottled
